Russian Prime Minister Mikhail Mishustin approved a list of measures to support the development of electric transport and the creation of the necessary infrastructure for it. This was announced on Saturday, April 29, in the press service of the government of the Russian Federation.
in the cabinet toldthat the document, which included 29 events, was prepared following the results of the strategic session on the development of electric transport in Russia. In particular, we are talking about the development of infrastructure. The Ministry of Energy, the Ministry of Economic Development and regional authorities should develop recommendations for the implementation of a program to subsidize fast charging stations. The work will be based on the experience of 12 subjects of the Russian Federation that participated in the pilot project.
In addition, the Ministry of Construction, the Ministry of Energy and Rostekhnadzor will have to assess the feasibility of mandatory installation of charging stations in the construction of apartment buildings and public buildings. It is planned that citizens will be given the opportunity to install slow charging stations in underground or surface parking lots of apartment buildings without contacting the energy company.
The Ministry of Energy, the Ministry of Economic Development and the Federal Antimonopoly Service have been instructed to develop additional options for deferring payment for the cost of connecting filling stations to the power grid.
To stimulate the use of electric vehicles by citizens and businesses, the Ministry of Transport, the Ministry of Economic Development, the Ministry of Energy, the Ministry of Digital Development and the Ministry of Finance should develop proposals for subsidizing taxi and car sharing aggregators. It is clarified that this will reduce the cost of travel for users who prefer electric transport.
Additional measures also include a proposal to revise the cost of OSAGO for owners of electric vehicles operated in taxis and carsharing. Based on the analysis of the accident rate of electric cars, the Ministry of Finance, the Bank of Russia and the Russian Union of Motor Insurers should prepare a corresponding proposal.
In addition, the Ministry of Industry and Trade, the Ministry of Economic Development and the Ministry of Finance should provide proposals for increasing financial support for programs to stimulate demand for electric vehicles.
As Profile.ru reported, the First Deputy Prime Minister of the Russian Federation said that in 2023 in Russia planned to increase the production of electric vehicles 9 times – up to 18 thousand per year, and in 2024 – up to 36 thousand units per year. He stressed that in 2022, 439 fast charging stations for electric vehicles were created in 12 pilot regions of Russia. According to him, in 2023 the number of pilot regions that will receive subsidies for the commissioning of such stations will increase to 34.
